Foreign policy

China applies to a pacific foreign policy of independence and autodecisión. The basic objective of this policy is in safeguard its independence and sovereignty, striving to create an international atmosphere Pacific for the construction by the modernization and the reform and opening of the country, to defend world-wide La Paz and to promote the joint development. Its content is the following thing:

- To persist in independence and autodecición. China by itself decides of independent way and its attitude and policy as far as the international problems. It either does not form alliance with any country or group of countries.

- To defend world-wide La Paz. China does not participate in the arms race; expansionism does not practice; one is against the hegemonismo, to the policy of force and the aggression of the sovereignty and territorial integrity, the intervention in the internal subjects of a country on the part of another one taking like pretext the ethnic, religious problems or the human rights.

- To establish friendly and cooperative relations with other countries. China wants to develop the relations with all the countries, being based on the five principles: mutual respect to the sovereignty and territorial integrity, nonaggression, nonintervention in the internal subjects of a country on the part of another one, equality and reciprocal benefit, and pacific coexistence, without taking like norm the difference from the social system, nor the ideology.

- To foment the friendly relations of good vicinity with the neighboring countries. China develops friendly relations with the neighboring countries and maintains the stability and defends regional La Paz, promotes the regional economic cooperation. China always pleads for the reasonable and right solution of the conflicts bequeathed by history in the matter of jurisdictional borders, territories and seas. When it is not possible to solve a problem immediately, the same must be put alongside, and it does not have to affect the normal relations between the countries.

- To fortify the unit and the cooperation with the developing countries. To foment the unit and the cooperation with the developing countries constitutes the angular stone of the foreign policy of China. China seriously takes into account the development from the friendly and cooperative relations with the countries from the Third World. It actively looks for routes of cooperation in the economy, the commerce and science and technology with reciprocal advantages. It reinforces the consultation and the cooperation in the international subjects and jointly protects the rights and interests of the developing countries.

- To put in practice the opening to the outside. China applies the opening to the developed countries and the developing ones. It unfolds international the ample cooperation actively and promotes the joint development, being based on the equality and the reciprocal benefit. China, like the greater developing country of the world and permanent member of the Security Council of the Organization of the United Nations, wants to untiringly strive by world-wide La Paz and the development as well as the establishment of a new economic and political order international Pacific, stable, just and rational.

 

Principles for the establishment of the diplomatic relations with other countries

1º of October of 1949, day of the foundation of the Popular Republic, the Chinese Government declared solemnly: “Ours he is the unique legitimate government who represents all the town of the People's Republic of China…, and is prepared to establish diplomatic relations with all the foreign governments who want to rely on the principles of equality, reciprocal benefit and mutual respect to the sovereignty and territorial integrity”.

In the world a China only exists, and the province of Taiwan is inalienable territory of the People's Republic of China, therefore all the countries that want to establish diplomatic relations with China must demonstrate in form clear the rupture of their diplomatic relations with the authorities of Taiwan and to recognize that the Government of the People's Republic of China is the unique legitimate government of China. The Chinese Government will not tolerate that no two country intrigues to try to create “Chinese” or “one China and Taiwan”, nor will allow that the countries that diplomatic relations with China have established have official relations of any type with the authorities of Taiwan.

 

Development of the relations with the outside

Guided by the principles above-mentioned, from October of 1949 to May of 1951, China established diplomatic relations with 19 countries. During second half of the decade of the 50 and last years of the following one, numerous countries just freed established diplomatic relations with China. By the end of 1969, fifty countries had those relations with ours. In the decade of the 70, due to the normalization of the relations but-North Americans, to the restitution of its legitimate position in the Organization of the United Nations and the Security Council of the same, China obtained a new and important advance in the relations with the outside. Some countries like Japan, EE.UU and many of the Third World established diplomatic relations with China, adding, at the end of 1979, 121. In the decade of the 80, China established diplomatic relations with numerous countries of Asia, Africa, Latin America and the Australian Continent. Entering the decade of the 90, China established diplomatic relations with the diverse republics just freed from the Soviet Union and with South Africa, the Republic of Korea and Israel. At the end of 1999 China it had diplomatic relations with 161 countries.

 

Diplomatic organisms and social groupings

Ministry of Outer Relations of the RPCh Is the governmental functional organization ordered to dispatch the inter-state managements, and consular subjects. All the independent provinces, regions and municipalities directly subordinated to the central Power have offices of outer subjects, ordered to dispatch the local subjects of the branch. The workings of these offices are carried out under the direction of the Ministry of Outer Relations. The Ministry of Outer Relations establishes office of special delegate in special the administrative regions. This office is the organism in charge to dispatch the diplomatic subjects related to the respective special administrative regions, and is subordinate to the central Government. Also it constitutes a channel by which the governments of special the administrative regions maintain bonds with the central Government as far as those diplomatic subjects. The minister of Outer Relations of the People's Republic of China is Tang Jiaxuan. The special delegate of the ministry in Special the Administrative Region of Hong Kong is Ma Yuzhen and the special delegate of the ministry in Special the Administrative Region of Macao is Yuan Tao.

Association of Friendship of the Chinese Town with the Foreigner was based on May of 1954 and must by objective promote the friendship and the mutual understanding between the Chinese town and other towns. In the name of the Chinese town it makes contact with the enemy with organizations and friendly personalities of China in other countries and unfolds interchanges. Therefore, it constitutes a bond by which the Chinese town develops friendly relations with the towns of the world. It has independent branchs in the provinces, regions and municipalities directly subordinated to the central Power. The director of the Association of Friendship of the Chinese Town with the Foreigner is Qi Huaiyuan.

Institute of the Chinese Town for the Outer Relations was based on December of 1949. It must by objective study the international problems and political diplomats, realize international interchanges and unfold extragovernmental diplomatic activities to increase the mutual understanding and the friendship of the Chinese town with other towns, to promote the relations with other countries and to make contributions to La Paz. This Institute has contacts and bonds with politicians, diplomats, famous personalities, organisms and intellectuals dedicated to the study of the international problems in many countries. At the same time, it organizes and it participates in academic forums and discussions with the purpose of to investigate the international problems and to interchange opinions. The director of the Institute of the Chinese Town for the Outer Relations is Mei Zhaorong.
