Multiin favor cooperation and consults policy In China, besides the PCCh, eight democratic parties exist. The system of multiin favor cooperation and consults policy directed by the PCCh is a fundamental political system of the country. The democratic parties, founded before the People's Republic of China, support in the politician the direction of the Communist Party. This is an historical decision that took in their long cooperation and fights combines with the PCCh. Without exceptions, the democratic PCCh and parties must observe the Constitution like the supreme criterion for their action. All the democratic parties are independent in organizational and equal before the law within the frame of the rights and the duties defined in the Constitution. In its cooperation with these parties, the PCCh applies the basic principle “to coexist in lasting form, to supervise itself reciprocally, to deal itself with the heart in the hand and to share so much the glory as the insults”. The democratic parties, instead of being started off outside the government and in the opposition, participate in the power. The fundamental contents of the participation are the following: To be united to the state power, to participate in the consultation on the definition of the policies and state principles of cardinal importance and on the selection of leaders of the State; to participate in the administration of the state subjects; and to participate in the formulation and application of the directions, policies, laws and legal regulations of the country. Main the concrete forms are: 1) Political Consultative conference of the Chinese Town (CCPPCh), that is an important place of participation and deliberation of the state subjects for the political parties, the popular organizations and the representative personalities of the diverse circles. 2) Forums supported by the Central Committee of the PCCh and its local committees for the democratic parties and the personalities without affiliation to party some with the purpose of to offer important information to them, to consult with them or to collect its important observations and suggestions on principles and policies, the candidates to state leaders and of local governments, and on the candidates to the popular assemblies of the diverse levels and to the committees of the diverse levels of the CCPPCh. 3) In their quality of representatives of the town, the members of the democratic parties chosen deputies to the popular assemblies of the diverse levels take part in the administration and discussion from the state subjects, and exert the supervision in these assemblies. 4) To promote to the members of the democratic parties to directive positions in the Council of State, his ministries and their departments, as well as in the local governments superiors at the district level and their respective departments. 5) To promote to the members described as the democratic parties to directive positions in the organs of office of the public prosecutor and judgment.
