Investment in fixed assets

In 2000, the investment in fixed assets maintained a growth relatively fast. The government continued applying to the active fiscal policy and others of extension of the internal demand. Stimulated by these measures, the investment in fixed assets began to appear, changing to the considerable deceleration of its registered growth the past year and presented/displayed a tendency of fast increase. In 2000, this investment added 3,2619 trillions of yuanes in all the country, which implies an increase of the 9,3% against the previous year. Of that total, the investment of the organizations of state property and other forms of property was of 2,3284 trillions of yuanes, for an increase of 9,3%; the investment of the organizations of collective property, 473.900 million of yuanes, with an increase of 9,2%; and the individual investment of the urban and rural residents, of 459.600 million of yuanes, which supposes an increase of the 9,5%. According to the channels of administration of bottoms, the investment in the basic construction was of 1,3215 trillions of yuanes, for an increase of 6,1%; the investment in the renovation and technical transformation, of 507.700 million of yuanes, for a growth of the 13,2%; the investment in the development of real estate was of 490.200 million of yuanes, which represents an increase of the 19,5%; the rest of the investments totalized 942.500 million of yuanes, for an increase of 7%.

The composition of the investment was readjusted to a certain extent. The investment in the basic industries and the infrastructural facilities of agriculture, the hydraulic forestry, cattle ranch, fishing and works totalized 89.300 million of yuanes, with an increase of 8% on the previous year; the investment in the transport and the communications, the mail and the telecommunications was of 539.200 million of yuanes, which supposes an increase of the 7,2%; the investment in the industry registered a fast growth and reached 769.900 million of yuanes in all the year, which implies an increase of the 9,3%; and 6 important special engineer installations for computer science and biological the industrialization of high teches and new materials were put in practice, with a total of investment of 13.100 million of yuanes.

Stimulated actively by the state policy strategic to operate the western regions on a large scale, it increased the rate of investment in the west. In the year 2000, the investment in the east and the center of the country added 1,4015 trillions and 543.200 million of yuanes, respectively, which represents an increase of 8,3% and 13,8% against the previous year, in each case, whereas the investment in the west was of 394.300 million of yuanes, with an increase of the 14,4%, and 6,1 and 0,6 percentage points more stops than the east and the center, respectively.

The preferential policies, including the one of the discount of financial interests, promoted the increase of the investment in the enterprise renovation and transformation and the structural optimization. In 2000, the sum of the investments in all the society showed to an elevation in the investment directed to the renovation and transformation, of 15% of the year previous to the 15,6%. In concrete terms, the specific weight of the investment used in the energy saving and raw materials ascended of the 4,4% to the 4,9%, and the one of the used one in the improvement of quality of products, from the 5,8% to 7%.

The new capacities of annual production generated by the investment in the basic construction of the country are mainly as they follow: 15.95 million tons of coal extraction, 19,61 million tons of petroleum extraction, 3.300 million cubic meters of natural gas extraction, 18,84 million KW of great and medium generator ELTs, 69,31 million kv/amperios of equipment of electrical transformation of order of 110.000 volts or more, 153 km of main railroads formal positions in operation, 662 km of railroads of second via positions in operation, 32.115 km of highways, including 4.562 km of freeways, 29,46 million tons of annual capacity of load and unloading of new or extended harbor wharves for order boats of 10.000 tons, 25,66 lines of capacity of commutators concerning bureau, 300.000 km of optical cables in good condition put and one capacity of commutators for 50,99 million digitalis users cellular.
