The Council of State renews every five years and their members cannot remain in their positions for more than two mandates. In the Council of State the system of personal responsibility of Prime minister is applied. In the ministries and commissions the system of personal responsibility of its respective holders is applied. By order of Prime minister and in his representation, the Advisers of State can perform important functions in the outer subjects. The General Auditor takes responsibility to direct the work of the State Administration of Audit with the purpose of to exert the audit and the supervision of the balance of income and debits of the state property. Under the direction of Prime minister, the Secretary General of the Council of State takes responsibility of the handling of the routine works of the Council of State and directs the work of the General Office of the Council of State. The Council of State assumes the responsibility to apply to the principles and the policies of the Communist Party of China, as well as the laws and decrees approved by the APN, besides having to his position the administration of the internal subjects, the outer relations, the national defense, the public property, the economy, the culture, the education and other subjects of China, country whose population surpasses the 1.200 million inhabitants. The ample powers that the effective Constitution delegates in the Council of S-state, in broad strokes, the following: the one of executive legislation, the one of presentation of law projects, the one of executive direction, the one of economic administration, the one of management of the outer relations, the one of administration of the social community and other powers conferred by the APN and their Permanent Committee.
